Beaverton tenants will have another 30 days of eviction protection following an ordinance adopted by the Beaverton City Council on Tuesday, Oct. 5.

The resolution, passed unanimously, adds an additional 30 days to the 60-day eviction protection law signed by Gov. Kate Brown in June.

Both Multnomah County and Washington County have already extended eviction protections to 90 days. Hillsboro passed a similar ordinance.

In order to stay protected from eviction for nonpayment of rent for an additional 90 days, tenants should show their landlords proof that they applied for rental assistance.

These new ordinances come as many local agencies report a backlog in rental assistance applications. The average time for an application to be processed is approximately 65 days, surpassing the allotted amount under state law.

There are 1,048 pending requests in Beaverton zip codes alone, according to county data. (Not all of those requests are from tenants living within Beaverton city limits.)

"It took me a minute to really understand the benefit of that 30 days, given the backlog of the applications," said Council President Laura Mitchell during the Oct. 5 meeting. "Once I understood the backlog, I think it makes great sense. I'm excited that we are able to move forward and do something like this, because it's going to help so many people."

This was the first ordinance passed under Beaverton's new expedited process, a feature created by the city charter that took effect just this year.

Under typical circumstances, a new ordinance is read during the first meeting, and then a public hearing is held one to two weeks later, at which councilors can choose to either adopt it or give staff more direction.

Beaverton's new charter allows councilors to vote to expedite the process by holding the first reading and public hearing in one meeting. However, the decision to go through the expedited process has to be unanimous. The ordinance would also need to be passed unanimously to be adopted that day.
