Once again, Inner Southeast neighbors help the police bust a drug house -- and those in it

Celestine are in the Multnomah County Jail after being arrested at a reported drug house on S.E. 21st Avenue near Powell Boulevard.On Tuesday, July 10, members of the Portland Police Bureau Central and North Precincts' Neighborhood Response Teams (NRT) -- assisted by members of the Drugs and Vice Division, and the Tactical Operation Division's Special Emergency Reaction Team (SERT) -- served a search warrant on S.E. 21st Avenue, arrested two suspects, and located illegal drugs.

This investigation began on June 21, when area residents contacted Portland Police regarding suspected drug activity at a house in the 3100 block of S.E. 21st Avenue. Members of Central Precinct's Neighborhood Response Team contacted the concerned community members during the investigation. Based on information gathered by the officers, investigators applied for and obtained a warrant to search the house.

When the warrant was served, two suspects were taken into custody. Officers also located and seized as evidence heroin, methamphetamine, and cocaine, during the search.

The two suspects that were taken into custody were identified as 42-year-old Dustin J. Fink and 43-year-old Carlo J. Celestine.

Fink and Celestine were lodged at the Multnomah County Jail. Fink was lodged on a warrant for a previous conviction of Delivery of Heroin. Celestine was lodged on a probation violation warrant for a previous conviction of Possession of Methamphetamine.
