As the heaviest rain of the month fell on the Foster-Powell neighborhood, shots were fired -- a man was injured

COURTESY PORTLAND POLICE BUREAU - Despite the heavy rain falling at the time, this car obviously received a number of bullet strikes on Powell Boulevard at 68th.Very early in the morning of Sunday, December 20, at 12:57 a.m., officers from East Precinct responded to a report of a person shot at the intersection of S.E. 68th Avenue and Powell Boulevard. In the heavy rain, Officers found a man a who had been shot several times. The victim was transported to an area hospital with serious, but not life-threatening, injuries. Officers distributed a photograph of a car with obvious multiple bullet strikes, but did not specifically say he had been driving in it at the time. The victim has not been publicly identified. Police did say that their investigation showed that there was no apparent reason for the victim to be targeted, and that this latest in an intense series of shooting incidents in Southeast Portland, and elsewhere in the city, appeared to be random.
