Major detour around the job site near Tryon Creek State Park will begin on March 30.

On March 30, Boones Ferry Road in both directions will be closed at Southwest Arnold Street, necessitating a detour at Southwest Taylors Ferry Road on the north and Southwest Stephenson Street on the south.

Portland's Bureau of Environmental Services released the following statement Friday, March 20.

"The City of Portland and Environmental Services are mindful of the COVID-19 emergency situation that affects all of us. We are taking it seriously. Sewer and stormwater construction projects like this one will continue to provide important, urgent, and emergency repairs and construction work throughout the city to help protect public health and the environment."

Because of precautions surrounding the coronavirus threat, there will be much less traffic rerouted by the project.

No one said building a bridge over Tryon Creek was going to be easy.

There will be a complete road closure on a section of Southwest Boones Ferry Road between Southwest Terwilliger and Southwest Stephenson starting Monday, March 30. The shutdown could last into 2021. Road work will begin on March 1. Drivers are told to expect intermittent lane closures on SW Boones Ferry Road near SW Arnold Street until the big, both-directions shutdown.

The city of Portland will build a 125-foot bridge across five-mile-long Tryon Creek where it runs under that section of Southwest Boones Ferry at Southwest Arnold Street. The existing 560-foot long culvert beneath the roadway, through which fish are unable to swim, will be replaced. Portland's Bureau of Environmental Services is in charge of the $8.8 million project.

"The Southwest Boones Ferry Bridge & Restoration Project will create and restore important connections for fish, wildlife and people. It will connect trails and pedestrian facilities in the area, help reduce flooding risk and restore important habitat," according to the bureau.

Here's how the southbound detour will work beginning March 30: At the intersection of Southwest Terwilliger and Taylors Ferry Road (where Burlingame Market used to be) you'll have to take a right turn. That will put you on Southwest Taylors Ferry (a two-lane, 25-mph stretch) until it takes a left at Southwest 35th. Drive south past Jackson Middle School, take a left on Southwest Stephenson and drive past Stephenson School until you reconnect with Southwest Boones Ferry.

This is the culvert on Tryon Creek that's to be replaced by a bridge. This is the east side of Southwest Boones Ferry Road.When you drive north on Southwest Boones Ferry you'll have to take a left at Southwest Stephenson and reverse that route.

In either direction, the recommended detour will add four miles to what was a two-mile drive pre-detour.

Concerned neighbors met at the Marshall Park Neighborhood Association meeting on Feb. 13. They were assured by project managers that the Portland Bureau of Transportation would be monitoring traffic along the detour route and would make changes as needed. According to the meeting notes, "…they specifically mentioned monitoring of the traffic signal at Taylors Ferry and Terwilliger, which already sees long backups on Taylors Ferry and will likely be even worse once the project begins."

According to the notes: "Neighbors were not totally content with the plans. The general consensus was that more could be done to mitigate the influx of commuter traffic on our narrow, winding neighborhood streets (with no shoulder or sidewalks)."
