Interim Superintendent Ron Alley subject of internal investigation following 'staff complaint'

AlleyScappoose School District's interim superintendent, Ron Alley, is the subject of an internal investigation following the district's receipt of "a complaint from a staff member," an April 20 press release from the district stated.

Scappoose School District Human Resources Manager Deanna Rask said the investigation is being handled by a third-party private investigator retained by the district's legal counsel.

The investigator "has been hired to perform the investigation in an efficient and effective manner," the release stated, adding that Alley has been cooperating with the investigation.

Alley remains in the district while the investigation is ongoing. The release did not state the nature of the complaints.

Alley declined to comment on the investigation, citing "personnel matters" and referring all questions to Rask.

Earlier this month, the district's board of directors received an anonymous letter reported to have been drafted by four women who had worked with Alley and alleged he sexually discriminated and harassed them. At the time, Alley was was vying serve as the full-time superintendent with the district after being selected from a pool of nearly 28 applicants. Alley was one of two people selected as finalists for the job after a series of interviews in March.

The anonymous letter was submitted to the board just prior to a public meet-and-greet with Alley on April 4. The second finalist withdrew his name from the running earlier that week after accepting a position with another school district, and Alley remained the district's only remaining applicant.

Nearly a week later, on April 9, Alley withdrew his name from consideration for the position during a school boarding meeting, prior to receiving a formal job offer from the board.

The district released the brief press release following emails from the Spotlight inquiring if the district was investing the anonymous claims. It is unknown if the current investigation relates to the allegations spelled out in the anonymous letter.

Alley was brought on as the interim superintendent in in July 2017 after former Superintendent Stephen Jupe left the district with one-year remaining on his contract. Jupe had brought Alley on as the director of curriculum, instruction, assessment and secondary education during the 2016-17 school year. Previously, Alley worked as the Scappoose Middle School principal.

The school board is scheduled to host a closed executive session meeting on Monday, April 30, when it is expected to "consider the applications of interim superintendent candidates," according to the meeting's agenda.
