The city of St. Helens is renewing its contract with Vancouver, Washington-based events coordinator, E2C Corp.
The St. Helens City Council voted 3 to 0 on Wednesday, March 6, to approve a personal services agreement with E2C Corp., whose principal contractor is Tina Curry, to continue its role as the city's events coordinator and manager.
Mayor Rick Scholl and Councilor Doug Morten were absent Wednesday.
City staff said the approval was a simple renewal of the 2017 contract previously in place with E2C, which had been extended through December 2018. Prior to that, Curry had been working with the city to help plan events, but was not on contract.
In 2017, the city put a request for proposals for event planning services before selecting E2C for the contract, which came with a $120,000 annual compensation amount with payments of $10,000 to be made monthly.
Both the 2017 and the 2019 contracts also allow Curry to be reimbursed for expenses for events in accordance with
program budgets established by the city, the documents state.
Curry stated during a City Council retreat workshop in late January that the $120,000 compensation pays for two employees with the company. The contract stipulates that E2C is encouraged to retain a community liaison to assist with event coordination and management.
The contract renews automatically in one-year increments unless terminated.
During discussions about the contract Wednesday, council members seemed pleased with the work Curry has been doing in the city and were supportive of the contract renewal.
"My measure is are we happy with our success," councilor Ginny Carlson said. "If you have a racehorse that keeps performing, you don't go get a new racehorse."
Carlson added that Curry has helped grow, expand and stabilize the Spirit of Halloweentown event that occurs annually during the month of October.
The contract additionally states that Curry is responsible for assisting with 13 Nights on the River, Fourth of July festivities, Spirit of Halloweentown, the Christmas Tree Lighting, and other events as desired to ensure program sustainability.
City Administrator John Walsh explained that other events can be planned and will be approved by the City Council as needed, with the expectation that costs will be covered by revenues and sponsorship.
