Chief introduces two new hires to Scappoose City Council, more hires on the way

At the Scappoose City Council meeting on Aug. 19, Police Chief Norm Miller introduced the council to James Macfarlane, the department's new lieutenant.

"It's going to be nice to actually have a second-in-command to rely on," Miller told the council.

Macfarlane most recently served as sergeant with the Gladstone Police Department and previously worked in the Beaverton Police Department.

Miller also introduced Chisum Ford, a patrol officer sworn in last month. Ford volunteered as a reserve officer with the department for the last year, Miller explained.

The city is still completing hiring for two patrol officers. A new patrol sergeant, a rank above patrol officers, will start Sept. 1. When fully staffed, the department will have six patrol officers.

Even once the positions are filled, it will be months before the department is operating with full staffing. New patrol officers have to complete a 16-week training at the police academy before returning to work. The new hires then have weeks of training with more experienced officers before they're ready to work.

The city also recently hired a part-time code enforcement officer. Miller explained that the position is only active during the warmer months when overgrown plants become an issue.
