Detatched single-family homes, apartments and cottage housing in the works

Construction began recently on what will be 20 detached single-family homes south of Elm Street on 6th Street.

And more development is approaching, according to City Manager Michael Sykes.

"We're really on the cusp" of a construction surge, Sykes said.

An 80-unit apartment complex has been proposed by the prospective owners of the property where the Scappoose Peace Candle has sat for almost 50 years. The property, off Highway 30 and Havlik Drive, would be "comprised of two three-story buildings each containing 40 units and associated site amenities," according to a Scappoose city department report from Aug. 19.

The tentative new owner, Portland-based WDC Properties, has said it plans to leave the Peace Candle intact, potentially through an easement to allow the city to maintain it.

Down on Southeast Maple Street, at the eastern end of the road past 4th Street, a developer has proposed 14 cottage housing units. Like condos, these homes would be individually owned, but a homeowner's association would maintain the common spaces between the homes. Unlike condos, these would be detached homes. The development is possible thanks to changes made to local codes, which allow the construction of the 1,200-square-foot buildings.

The property is owned by OHM Equity Partners LLC, a Scappoose company managed by Joe Kessi, per Oregon Secretary of State records.

City Planner Laurie Oliver reviewed preliminary site plans for a 36-unit apartment complex last month. That development would be on Northwest Laurel Street and 1st Street with a combination of studio and two-bedroom apartments. Those lots are owned by Windsor Properties Ltd., a Hillsboro-based partnership.

Other developments are being considered across from Chief Concomly Park, according to Sykes. Much of the property around the park has been developed in recent years, but some empty lots still remain.

Another 20-unit subdivision is planned for Southwest Callahan Road, he added.

With the city's population forecasted to grow by 3,265 people over 20 years, ECONorthwest, the consultants who completed the city's housing needs analysis, reported Scappoose should plan for 1,229 new dwelling units, or an average of 61 units per year.
