The district, which provides special education and other specialized services for students throughout Clatsop, Columbia, Tillamook and Washington counties, is one of three organizations that have been invited to participate in the foundation's 2019 Spotlight on Quality in Continuous Improvement Program.

"We are thrilled to honor the exemplary efforts of the Northwest Regional Education Service District and share out into the education field practical lessons from their efforts," said Anthony Bryk, Carnegie Foundation president, in a statement.

The Northwest Regional ESD is being honored for the work of its Ninth Grade Success Network, a program set up to get more high school freshmen on track to graduate.

Two district representatives will attend the Carnegie Foundation's Spotlight on Quality Symposium at the National Press Club in Washington, D.C., on Nov. 21. The Northwest Regional ESD is also invited to send two representatives to the foundation's Summit on Improvement Education next April in San Francisco.

In a statement about the work of the Ninth Grade Success team, Northwest Regional ESD director of professional learning Erin Lolich said she is "so proud of their work and its impact on our region's students."

"Our team has spent the past two years working side-by-side with educators in our region to develop systems and adult practices to ensure ninth-graders experience school as a place focused on culturally sustaining work and deeper learning," Lolich said.

The Northwest Regional ESD set up networks like the Ninth Grade Success Network in 2016.

Since the 2015-16 school year, the district noted, the rate of ninth-graders on track to graduate has increased across the region.

Oregon has 19 education service districts. Of them, the Northwest Regional ESD is the largest, covering four counties and serving 20 school districts, including the Scappoose and St. Helens school districts. It's based in Hillsboro.
