Smith is on probation for failure to register as a sex offender and public indecency.

Frankie Eric Lane
Frankie Eric Lane, 46, is a male with brown hair and brown eyes. He is 5 feet, 8 inches tall and weighs 175 pounds.
Lane is on probation for two counts identity theft and possession of heroin.

Theodore Cody Jackson
Theodore Cody Jackson, 23, is a male with blond hair and hazel eyes. He is 6 feet, 2 inches tall and weighs 140 pounds.

St. Helens Police Department
Sunday, June 28
A 39-year-old man was arrested for a restraining order violation in the 300 block of South 3rd Street.
Officers took a report of a wallet that was stolen in the 200 block of North Vernonia Road.
Monday, June 29
A 25year-old man was arrested for harassment and possession of methamphetamine on Columbia Boulevard near Matzen Street.
Tuesday, June 30
A juvenile was arrested on an outstanding felony warrant in the 200 block of North 4th Street.
Wednesday, July 1
Officers took a report of a cell phone that was stolen from Chubb's Chevron Station.
Officers responded to a report of harassment in the 200 block of Columbia Boulevard.
Thursday, July 2
A 26-year-old man was arrested for harassment in the 100 block of Crescent Drive.
Friday, July 3
Officers responded to a report of a child that was bit in the face by a dog in the 100 block of North Vernonia Road.
Saturday, July 4
A 37-year-old man was arrested on an outstanding misdemeanor warrant in the 200 block of St. Helens Street.
A 27-year-old man was arrested for theft at Walmart.
Scappoose Police Department
Monday, July 6
Officers responded to a report of a young child playing with toy cars alongside the roadway of Highway 30. Following an investigation, a 37-year-old Scappoose man was arrested for child neglect.
Thursday, July 9
Officers assisted an outside agency in retrieving a phone from a Scappoose resident for investigative purposes. The resident met with law enforcement and willingly gave the phone over to police.
Oregon State Police
Tuesday, July 7
Troopers conducted a welfare check at Grocery Outlet in Rainier. A 36-year-old Longview, Wash., woman was outside the store talking to herself. It was determined she was homeless and suffering from mental health issues. A family member was contacted and the woman was released to their care.
Troopers responded to a report of a stolen firearm at Martin Arms in Vernonia. The gun, which was on consignment at the store, was seized. The case is under investigation.
Troopers stopped a vehicle on Highway 30 near Millard Road in St. Helens following a complaint of a possible intoxicated motorist. The driver displayed signs of impairment and drug use. Following standardized field sobriety tests, a 33-year-old Clatskanie man was arrested for driving under the influence of intoxicants, reckless driving and possession of methamphetamine.
Wednesday, July 8
Troopers responded to a report of a bloody female wandering on Highway 30 near milepost 30 in Columbia City. The woman was picked up by the reporting subject and dropped off at Safeway in St. Helens. She was under the influence of intoxicants and said she ran from a residence in Columbia City believing she heard her friend being assaulted. She was scrapped up and bloody from running through blackberry bushes along the highway. After an investigation it was determined her friend was fine. The woman was cited for a misdemeanor warrant and released to the custody of another friend who picked her up from the scene.
Friday, July 10
Troopers conducted a traffic stop on a vehicle with no front license plate on Highway 30 near Gilmore Road in Scappoose. The driver, a 53-year-old man from Scappoose, was cited for possession of methamphetamine and driving while suspended and a passenger, a 48-year-old Rainier man, was arrested on an outstanding felony warrant.
Troopers conducted a traffic stop on a motorcycle for multiple traffic violations on Highway 30 near Slavens Road in Warren. During the stop the operator left the scene, crashed the motorcycle and fled on foot. A K9 track was used to search but the subject was not located. A stolen firearm was discovered at the scene and the motorcycle was also determined to be stolen.
