More than 20 Portland, OSP officers respond to report of possible kidnapping; driver arrested for traffic crimes.

A spokesperson for the Portland Police Bureau said officers responded to the report, but "the reported victim has declined to be a part of the investigation."

The driver of the vehicle, which traveled north on Highway 30 into Columbia County and went up Kammeyer Road, a dead end, was arrested, but not for the reported concerns.

The drive "was arrested for traffic crimes associated with attempts by officers to stop the vehicle in order to conduct a welfare check on the female passenger," the PPB spokesperson said.

The reported victim has been connected with domestic violence advocates, the spokesperson said.
