A private investigator will examine a complaint against Scappoose School District Superintendent Tim Porter.

The complaint stems from an Oct. 29, 2021, letter to families sent by Porter that alleged that adults, while protesting COVID-19 health and safety measures in Scappoose, were "verbally assaulting" students and blocking their way to school along sidewalks and crosswalks.

A group of parents responded to that letter by filing a complaint with the school board, asking that Porter either retract his letter and apologize or that the board investigate the allegations.

The complaint claims that Porter "disparaged a great number of parents and community members," apparently "to intimidate and discredit all those participating in a peaceful rally."

On Dec. 13, following an executive session, the Scappoose school board voted to investigate the complaint.

Receiving the initial complaint documents Friday, Jan. 7, Fella wrote in a letter, "I will work through the documentation I have over the weekend, develop an investigation plan and begin to implement it immediately."

Fella's letter continues, "I will continue to gather and develop evidence in an effort to assemble all material facts related to this case. Those efforts will continue, without interruption, until completion of my duties."

Fella plans on writing a comprehensive investigative report, which will detail all findings of fact and make recommendations, where appropriate.

Fella, who is with Clint Fella Investigations, indicated in his letter that he plans to speak with at least 50 to 60 witnesses.
