Addressing much of that future growth in the city is the 2040 Sherwood Comprehensive Plan. Released in May, it guides how that growth will occur over the next 20 years.

The plan states that the "city's tax base needs to expand the supply and development of revenue-generating employment land, which is one of the greater contributors to the City's tax base."

What the city is relying on in part for future tax base money will come from what's known as the Tonquin Employment Area, also known as the TEA.

(In 2012, Sherwood voters approved annexing the entire 300 acres of employment lands, located on the east side of the 124th Avenue extension, into the city. The west side of the 124th Avenue extension is under the City of Tualatin's jurisdiction.)

"Because the TEA comprises a large proportion of available land for development, it is a key site for future economic development in Sherwood. However, with a few exceptions, the area remains largely undeveloped due to difficulty serving the area with necessary infrastructure. The TEA Implementation Plan identifies barriers and provides recommendations to overcome these barriers."

In August, the Sherwood City Council approved annexing almost 40 acres of property in the Tonquin Employment Area into the city in an area earmarked for light industrial use.

While there are no immediate plans to develop the property, it is a key piece of land to build Blake Street, property located between Oregon Street and the 124th Avenue extension, according to City Manager Joe Gall. Blake Street is slated as the future home for a water treatment facility built for the Willamette Water Supply. A 30-mile pipeline that will draw water from the Willamette River in Wilsonville and carry it all the way to Hillsboro the Willamette Water Supply will ultimately serve an estimated 300,000 residents, according to officials from that agency.

Meanwhile, Sherwood is waiting for a 90-acre piece of property to be annexed into the Tonquin Employment Area, something that could happen this fall. Gall said the applications have been submitted to the city.

"It will likely be considered by City Council in November or early December," he said.

About 50 of those acres are expected to be developed by Trammell Crow, likely for office and industrial use.

Meanwhile, Portland General Electric has plans to construct a 10,000-square-foot building for additional training for staff, north of Tualatin-Sherwood Road and west of Langer Farms Parkway, said Gall.

In addition, PGE has more than 40 acres of property on the Tualatin side of the 124th Avenue extension, where it plans to build an operations headquarters with 300 employees expected to work there, according to the Portland Business Journal.

Plans are also underway to build three industrial buildings next to Conrad Lumber on Tualatin-Sherwood between Cipole Road and Wildrose Place. Those buildings, developed by Phelan Development, will range from 34,450 square feet to 108,200 square feet.

2040 plan by the numbers

A portion of Sherwood's 2040 Comprehensive Plan highlights Sherwood's diverse economy that consists of business and service providers that combined make up 41% of Sherwood's in-city employment. Broken down, those consist of 17% retail operations, 13% accommodation and food service and 11% representing the manufacturing industry. Still, 90% of Sherwood's population commute outside the city each day for work, according to the plan.

"While a bedroom community in the Portland/Vancouver Metropolitan Region, Sherwood's population grew from about 3,000 residents in 1990 to nearly 20,000 residents in 2019," the plans states. "Despite this record growth, Sherwood maintains an exceptional quality of life, driven by access to renowned schools, quality medical services, high level of public safety, a unique park and recreation system, a revived central business district, and excellent cultural facilities and community events."
