New estimate puts $11.8 million price tag on Bell Street to 362nd Avenue Extension
The city of Sandy now has an estimate for the Bell Street to 362nd Avenue Extension project based on 90% completion of the design phase, and Sandy City Council received an update on the effort on Jan. 3. This project aims to connect 362nd Avenue and Bell Street and effectively make a local bypass of busy Bluff Road.
According to a report by Public Works Director Mike Walker, now that 90% of the design has been completed, the cost for the project's construction, design, permitting and right-of-way acquisition is projected to be $11,807,005.
In November 2021, Walker reported the 60% design estimate as $11.9 million. The original budget estimate was $8.6 million with the sources of funding coming from the 2020 full faith and credit obligations and the city's Street Fund Capital Fund.
The project is a top priority for the Council this term. The project is currently concluding the design phase. According to the November staff report by Walker, the city has spent $528,827 on the project design so far.
"Five of the six appraisals (for the project) have been completed," Walker presented on Jan. 3. "Offers for right-of-way have been made to four of the six property owners, one offer has been accepted and is expected to close (early 2022). We are awaiting completion of the appraisal and the offer letter for one parcel and lab results from the Phase II HazMat corridor study before making an offer on the other parcel."
Walker added that the Oregon Department of Transportation (ODOT) Grant of Access application for the connection to (Highway 26) has been submitted. Staff is now waiting for ODOT representatives to review comments on the proposed new traffic signals and miscellaneous work to be done in the ODOT right-of way, so the city can finalize the plans for the intersection improvements.
"The project team will be scheduling a coordination meeting with the electric, natural gas, and telecommunications utility services (early 2022) to determine what facilities will need to be installed or relocated. It may be necessary for the city to procure long lead time items like traffic signal poles and streetlight poles in advance of selecting a contractor in order to stay on schedule."
Next steps for the project include advertising for bids in February 2022 and reviewing bids and awarding contracts in March 2022. Walker's report projects the road to be open for travel by November 2022.
