Letter writer Kristi Koivisto of Sandy opposes cap-and-trade legislation under consideration in the Oregon Legislature, saying the costs are too high and will not benefit the environment.

Cap and trade tax bills — SB 1530 and HB 4167 — are fuel taxes disguised as climate change bills. These two bills will do absolutely nothing for the environment, but will instead drastically raise the cost of living in our state.

PGE rates are estimated to double, gasoline would increase a minimum of .72 centers a gallon the first year and home heating fuel will increase a minimum of 13% to 14% for the first year.

The total financial impact is not currently even known and will be exempt from public record. Oregon already has CO2 levels at .14%, not even 2 tenths of one percent. We are 21% lower than levels in 1990, more than double the 10% reduction goal. Our weather is cyclical and changes based on the earth's tilt and rotation.

Proper forest management is what's needed, not more taxes.

Decision making would be turned over to DEQ who is not equipped to handle this and has very few oversights and system checks.

Foreign entities will be allowed to buy the carbon credits and sell them back to us at a profit, selling Oregon out to the highest bidder. Paying more in taxes to the government won't change the weather.
