Tigard moves forward with affordable senior housing
Tigard is moving ahead with plans to build a four-story affordable senior housing project adjacent to the Tigard Senior Center.
On Nov. 10, the Tigard City Council agreed to enter into a development agreement with Northwest Housing Alternatives for what's known as the Alongside Senior Housing project, located on city-owned property at 8815 S.W. Omara St.
The project will include 58 affordable senior housing units, which will make senior housing available for lower-income residents.
In a report presented to the City Council, Tigard city development staff acknowledged the city government's past failings on the subject of affordable housing.
"Under past zoning practices, most of the residential land in the city was made unavailable for housing affordable to lower income residents, which includes many seniors," the report states in part. "Through the decades, the city perpetuated some common suburban inequities by zoning most of its land for low-density housing and consistent with state and federal housing policies that had the effect of housing only certain segments of the population."
The recent council action also included entering into a no-cost lease with the housing agency — officially, Northwest Housing will owe $1 per year for 99 years.
"We believe the location is very attractive for affordable senior housing — located right next to the senior center and across the street from the library, and adjacent to the Fanno Creek Trail," Sean Farrelly, the city's redevelopment project manager, told the council.
The closing deadline is March 20, 2023.
"It may well be before that, but we want to leave enough time for all the financing sources to be obtained and substantial completion of the project would be two years subsequent to the closing," said Farrelly.
In addition to parking at the housing complex, the development plans call for residents to be able to use up to 48 existing spaces at the nearby senior center. In addition, plans are to offer TriMet passes to residents and provide frequent van trips to local shopping and recreation destinations.
"We've had great process on funding," said Destin Ferdun, real estate director of Northwest Housing Alternatives. "We have gotten $6.27 million from Metro Housing conditionally committed, as well as ... 23 project-based vouchers, which assures that those 23 households will not have to pay more than 30% of their income in rent."
Ferdun said there have been 14 community events rolling out the project and they are ready to produce a schematic design soon. A virtual open house for the project was held on Oct. 8.
Outgoing City Councilor Tom Anderson said he's pleased Tigard has reached this point in the planning.
"The city leasing the property for 99 years is a no-brainer," said Anderson. "This is going to be here for many generations, and it's a wonderful addition."
If all goes as planned, construction on the Alongside Senior Housing project would begin in November 2021 and be completed by January 2023. Tentative plans show that seniors could begin moving in between January to June of 2023.
