More affordable housing in Tigard: Fields Apartments open
Tigard has completed its first project in the Hunziker Industrial Core — The Fields Apartments, a 264-unit affordable housing project dedicated to households that might not be able to afford housing to live in the city.
The new apartments are open to those making 60% or less of the area's median income, which for a family of four in Washington County is $55,260 annually.
"There are 132 one-bedroom untis, 100 two-bedroom units, and 32 three-bedroom units," said Lauren Scott, Tigard's community engagement coordinator. "The Fields Apartments' rental rates will be approximately 27% less than the market for units of similar quality and style."
The complex, located at 7670 S.W. Hunziker Road, is now open and accepting rental applications.
Shannon Wilson, housing development manager for the Housing Authority of Washington County, said Oregon Housing and Community Services provided financial support for the project.
The apartments are named after Fred Fields, who owned 42 acres of land in the Hunziker area, according to Walter "Skip" Grodahl, president and chief executive officer of DBG Properties LLC, which is the developer of The Fields Apartments.
"One of the benefits that I like about the property is it's very user-friendly," Grodahl said during a ribbon-cutting ceremony at the site. "We have five buildings, each one of them is four stories, all have elevators."
Grodahl said there are also trails around the project that tie in with Tigard trails as well.
An adjacent piece of land that's just short of 8 acres will house future office space and the Red Rock Creek Trail railroad bridge crossing will be built on one part of the parcel as well.
Kathryn Harrington, chair of the Washington County Commission Harrington said The Fields are a great example of how a public/private partnership can address affordable housing need in the community.
"I'm proud of the role Washington County, through the housing authority, has been able to play in the construction of 264 new homes right here in Tigard," said Harrington, adding that "this can be a new beginning for those seeking affordable housing right here in Tigard."
This is the second project DBG Properties LLC has built in Washington County.
"The Fields Apartments is an exciting project that will advance Tigard's journey to become an equitable community that is walkable, healthy and accessible to everyone," said Tigard Mayor Jason Snider. "This spot, which is located between the Tigard Triangle and downtown Tigard, has been vacant for some time. The city worked with the developers to rezone this property, allowing the apartment project to come to fruition and a future phase of office development to occur."
Snider said the fact the Tigard City Council exempted the project from system development charges — fees paid by developers to put in infrastructure such as roads and sewer pipes — "was critical to make this project happen, saving it $2.4 million."
Komi Kalevor, executive director of housing authority of Washington County, said he's thrilled to be part of this development. He praised Grodahl for his vision and investment to make the apartments a reality.
In Phase 2 of the Hunziker Industrial Core plan is a road project that will take the Southwest Wall Street connection to Tech Center Drive. A new traffic signal will be installed at the intersection of Southwest Tech Center Drive and 72nd Avenue, according to Scott.
"The Wall Street Improvement Project converts Wall Street from a two-lane private drive into a fully functioning public street with sidewalks and utilities," said Scott. "This project completes a road connection for freight and commercial vehicles to route around the overloaded Hunziker Street/72nd Avenue and Highway 217 intersections in Tigard."
