Lacy Kitchens, 26, and Frank Falcon-Delgado, 45, were shot and killed Thursday, Tigard police say.

PMG PHOTO: JAIME VALDEZ - Law enforcement officers flooded into the parking lot of The Birches apartment complex in Tigard on Thursday afternoon, Dec. 16, after two people were reportedly shot and killed.The Tigard Police Department has publicly identified two people who were shot and killed at an apartment complex off Southwest Greenburg Road on Thursday, Dec. 16.

The deceased are 26-year-old Lacy Kitchens and 45-year-old Frank Falcon-Delgado, police said Saturday, Dec. 18. Both were residents of the apartment where their bodies were found.

Ronald Terry Stephens, 40, was arrested Thursday night in Sandy in connection with the shooting. He faces two charges of first-degree murder.

Police say Stephens knew the victims, and that the shooting wasn't a "random act." They haven't released more detail beyond that.

Kitchens and Falcon-Delgado lived at The Birches, an apartment complex at 11485 S.W. Greenburg Road in Tigard.

The case is being investigated by the Washington County Major Crimes Team.
