A short dirt road off of Highway 43 will eventually lead a small cluster of homes

PMG PHOTO: CLARA HOWELL  - Access lane will eventually lead to four future homes.Drive down Highway 43 toward West Linn from Lake Oswego and you might notice what looks like a narrow dirt road off to the right of the highway.

That dirt road, near Glenmorrie Creek just before Cherry Lane, is an access lane — a private, narrow road, rather than a wider public street — that will later act as a driveway to future homes.

According to Lake Oswego Senior Planner Johanna Hastay, a private developer plans to build four single homes on the land just beyond the access lane.

The three-parcel partition was approved in 2016, with one parcel being much larger. A second partition of the large parcel was approved the following year, thus creating four separate low-density residential lots.

"It was large enough to get four lots out of it (so) the applicant chose to go through two minor partitions," Hastay said. "It's a way to kind of slowly develop a site rather than do a full subdivision with a public street."

Hastay said the developer had challenges when creating the access lane, which is partly why the development process has been slow moving.

The driveway is steep and it took a while to complete the utilities and frontage improvements.

Another complication for the site, Hastay said, is it takes out access from Hwy 43 under the purview of the Oregon Department of Transportation, and the driveway is also on a curve.

"Because of the curve, because of the speed of traffic, because of site issues — meaning you want cars to enter and exit the site safety — they (were) required (to) put that access lane right in the center," Hastay said.

Land division and access rules changed in 2017, after this project was approved.

Hastay said prior to the law change, there could be up to eight lots served by an access lane. Now there cannot be more than three lots to one access lane so she said the public won't see this exact configuration again.

Hastay added that once the homes are developed, it should all nestle into the neighborhood nicely.
