David Farley worked at an Idaho junior high school for five days after his medical license was revoked

After moving away from West Linn in 2020, former West Linn doctor David Farley briefly taught as a substitute teacher at a junior high school in St. Anthony, Idaho, before moving to Utah.

More than 120 of Farley's former patients are suing him and the medical institutions he worked at for his alleged decades of sexual abuse.

The allegations against Farley were under criminal investigation until recently, when a Clackamas County grand jury decided not to bring charges against him. This decision came after an investigation that 71 former patients say was faulty at every level. Those 71 patients, four of whom are minors, recently asked Oregon Attorney General Ellen Rosenblum to take up the criminal investigation. One of those patients, who spoke to Pamplin Media Group under the condition of anonymity, said she feels Farley is now free to prey on others because of the failed investigation.

"Due to the incompetent investigation of Tony Christensen of WLPD and the Clackamas County DA's office, Farley is a sexual predator who has been given more opportunities to find new victims, as shown by his hiring as a substitute teacher," the former patient said. "After over 200 women came forward, the incompetence of the investigation led by Tony Christensen leaves Farley free to continue his 30-plus years of sex abuse."

Clackamas County District Attorney John Wentworth disputes that over 200 former patients reported abuse by Farley, telling Oregon Public Broadcasting there were over 100 reports of abuse. According to several alleged victims, Deputy DA Sarah Dumont said multiple times that over 200 patients reported abuse to law enforcement.

Jamie Hymas, the human resources manager for Fremont County Joint School District in St. Anthony, confirmed to Pamplin Media Group that Farley passed a background check when initially hired by the school district, and taught for five days before the district learned of charges pending against Farley.

Hymas said Farley was immediately removed from the district's list of substitute teachers when administrators learned of the allegations.

An administrator from Nebo School District in the Provo, Utah, surrounding area, where Farley now lives, said he was not employed by the district or on its list of substitutes. The administrator said the district did not keep a list of volunteers and could not confirm whether or not Farley has volunteered at schools in the area.

Farley was a family practice physician in West Linn and the surrounding area for decades until the Oregon Medical Board began investigating a series of allegations that he photographed the breasts and genitals of underage girls with his personal cell phone, and subjected them to unnecessary and ungloved pelvic exams. He founded West Linn Family Health Clinic in 1993, working there and at Willamette Falls Medical Center and Legacy Meridian Park Hospital until his medical license was revoked in 2020.

The quality of the recently concluded criminal investigation by the West Linn Police Department and Clackamas County District Attorney's Office has become a flashpoint of tension between Wentworth, the victims and their attorneys.
